Single injector not firing....

Single injector not firing.... Background -
Brand new iron block 408 with AFR 225s, 238/242 605/610 113lsa cam. Went in through HP Tuners and changed the IFRs accordingly for 42pph green tops.
Problem -
The second injector on the driver side will not fire. We've swapped the injector with one that was known to fire and the problem persists on that cylinder only, so the injector itself is elminated as a cause.
We've put a noid light on the injector harness and it cycles and fires accordingly. Yet, when you plug the harness to the injector itself it does not fire that injector. The plug is dry and smells only of an electronic spark and no fuel.
What would cause one cylinder to not fire like that? Is it possibly the injector harness is not making good contact and that is my only real issue?
