Access panel to the top of Fuel Tank

I'm going to swap in my Walbro intank tomorrow. I have a welded catback, so I can't get that out. I'll be damned if I'm yanking the 12-Bolt just to lower the tank. So I guess my only reasonable option is to cut the access panel in the trunk.
So will a dremel with a cutoff wheel be able to cut through that metal? I want something that will cut shallow enough so that I don't have to worry about knicking a fuel line. How did you guys cut?
Also how are you guys covering the hole? Are you reusing the peice of trunk you just cut out? If so how? The remounting thing is the only part I haven't figured out yet. Your help would be greatly appreciated. If anyone has pics, that would be supremely helpful as well.
