Injector voltage question

Injector voltage question Dumb question but I have 3 injectors not getting enough voltage as the others what would control the voltage to the injector harneses? Ive swapped injectors around and the problem stays in the same spots ive also gone through the wiring harness and found nothing. Do the injector drivers in the pcm have anything to do with it?
Ign power is solid check it to ground with a dvom should be battery voltage. Ground is pulsed by the pcm through the injector drivers internal to the pcm. Solid wires with no splices straight to the pcm.

As above...injectors get a +12v feed direct from ignition.
How/where are you measuring this voltage ?
if you are getting less than +12v at the injector +ve terminal, you have a major wiring problem....because ALL the injectors get their 12v from the same wires, as they are all joined together in the loom.
