fuel sending unit/gas gauge

Everytime i start my car, the needle points to Empty. Once i start driving, about ~5 minutes later, the needle slowly moves up to where it should be and stays there..If i never started driving theres a 20/80 chance it would go up on its own..People tell me if the fuel sending unit, but i dont understand how it works when i drive? I thought its either broken or its not..

My friends 01 c5 would work fine on startup but every once in awhile it would all of a sudden go to E. Thankfully it was under warrenty. First they replaced the whole fuel tank- didnt help next gave him a new pcm- as soon as we left and put $40 in the tank she read E. they put a new sending unit in and its fixed. so yeah it can be broken but still work sometimes
