Voltage spike at WOT question......

Voltage spike at WOT question...... My car is basically stock right now but the previous owner had a nitrous kit on the car. It has a Walbro 255 in-tank pump and a second 255 in-line pump which is hooked to a Capers V-Plus volt booster...this one.
At WOT around 5500 rpm I noticed the interior lights and the headlights got brighter. I did another WOT run and watched the voltage gauge this time and it went from about 14v all the way up to the red zone at 18v.
Is this normal? I thought the V-Plus only provided actual alternator output to the pump (~14v)? Is the alt output regulated by the pcm or internally..or both?
Right now I have the TPS part of the v-plus disconnected and I do not get any voltage spike.
