Default 9" torque Specs (center section)

how tight should the bolts on the Moser 9" Iron centersection be made? I dont think that the studs pulled all the way through so i would like to know ASAP I'm in the middle of install right now

35-40 ft lbs or just hand tigh twith a small 9/16 wrench and try to tighten evenly. Clean everything down with brake claner also to make sure no metal is left inside the housing.
