The 60 is more efficient.
Which is stronger ?? Now there is a good question. Id like to say the 9" due to it being a 3rd member design housing and not rear loaded like the 12b, 60 and others. You can put 40 spline axles in either one of them and they have been used in equal high horsepower applications with good results all around.
But which is stronger ?? That is a damn good question... Ill say its a draw.
