My 2011 L99 seemed sluggish at first but not as bad now. First I put on a CAI and that seemed to help high end but low end was still sluggish. I then read about the air meter issues with some versions. I pulled my air meter and found it to the one of the "weak" versions. When I replaced with a known good air meter the sluggish feel decreased dramatically. Then I installed the adm cold air scoop and things improved more. The car now feels "jumpy" like my 2000 WS6.
