Torx bolts front panel not screwed in?

Default Torx bolts front panel not screwed in?

Hi!

Just noticed something odd, the two torx bolts on the panel that has the hood latch isn't screwed in completely.
Anybody know if it is supposed to be like that? (circled in red)

Picture isn't of my car, found one that has similar issue, if it is an issue to begin with.

Default It is normal

Torx screw is gap supporter during hood install at vehicle assembly plant in GM.

Those are for adjusting the alignment between the front bumper cover and hood. They are not supposed to be tightened all the way.
