There is this solonoid looking thing at the top front of the intake manifold on my 5.3 - The tag down the line says EVAP service port - I do not think I need this but not sure - Can I block it off?

thats your purge solenoid, you dont absolutley need it...but it is an emissions device and will turn on your check engine light if not functioning.

I believe I had that disabled that when they re-flashed my computer - I will check it out.

If you have removed your evap system or disabled it you don't need that solenoid. If you haven't, you could leave, not gonna hurt anything or cause a loss of power that I could think of, just vent's the fuel vapors from the charcoal canister, may actually help you make .1 or .2 of a hp when that solenoid is open and sucking in those highly flammable vapors lol.
