It has the same powertrain as a G8 GT L76 engine. L76 is better for mods IMHO because it comes with better parts stock sure it doesn't come out of the box as much HP as the LS2 but the L76 has a way better intake an LS3 intake and L92 heads the intake valves on those babies are huge 2.165. The only crappy part about the L76 is if you want to do a cam change, you have to remove the DOD (Displacement on Demand) because the Cam and Lifters are specially made for DOD and you can't just swap in a LSX cam. Yeah I agree with you it would be sweet to have a caprice since not many civilians own one and to have one with mods would be sick.

Some of the Caprices actually have nicer consoles and seats. You should be able to find a nice, super low mile one for 20-25k. Brand spanking new ones are a little over 30k.

Yes to have the ability to run your choice of LSX cam, you must delete the DOD and install lifters that are not specific to DOD, such as LS7 lifters that seems to be common when individuals change their valvetrain. Then after that you can pick out a cam suited for your needs. Many factors affect cam choice such as sound, high or low rpm operating range. Also the heads you have/choose should be in consideration to which cam you plan to run. Also blowers/nitrous should affect cam choice. Take some time to use this site and read what other great minds have took the time to fully document how to install/remove camshafts the proper way and what cam specifics do such as overlap and LSA and such.
