If your MAF is failing, (code setting) then the PCM is getting ALL of its numbers from VE. Add about 15% across the whole table above 1200 rpm and then tune it.

yep definitely. recall that I am already in OL. I do have the PE enable at 80% throttle and above, but I don't think that matters so much since the pcm is already registering OL and running strictly MAF/VE(?). I could be wrong. still learning what tables the pcm links/reads with other tables.

Yes, for a safe start, add 15% to your VE table, then tune it to your +/- 5% error. It will probably start out very rich, but that's fine. The 15% is to make sure you don't get too lean.
Above 4K rpm with MAF enabled, the pcm will always use MAF for air calcs. In PE, I'm not sure if it uses MAF, VE, or a combination of the 2. Either way, getting the VE dialed in and then coming back to tune your MAF will definitely solve your lean issues as well as the code setting.
