My car only gets around 14 or 15 mpg city driving and its a 2000 ss m6. It also seems to be worst in cold weather not sure why?

Yeah, most rotaries I have seen do seem to run very rich.

I usually get about 17-18mpg in a 70/30 mix of city & back roads / highway driving. If I'm really getting on it and taking the RPM's up a lot, I get 16, but have never gotten lower than that. Last tank I took it a little easier and got 19mpg with the same mix of driving. I only took one long trip so far to visit family in Long Island and I think I got like 24-25mpg doing 80-90mph with no cruise on.

This is on a 2002 Z28 M6 with stock 3.42's (just lid & filter).

My car has a 3600 stall and 2.73 gears so in traffic I get horrible mileage because of the stall but on the highway the car will cruise at 70 at 1800rpm and get great mileage. Usually I average 17-19 mpg 50/50 mix of highway and traffic.

I usually get between 19-21 mpg in city driving around here. Of course, when I step on it, that number suffers. I haven't calculated highway mileage in a long time, so I'm not too sure about that.

In the cold, the IAT sensor tells the PCM to dump more fuel to the engine.....not totally sure why though, maybe someone can chime in as to why

Colder air is air denser air means more air which means the engine needs more fuel so it doesn't run lean.

Hence the reason I was getting 10-12 mph when I forgot to reattach my IAT sensor one day. I think it reads something like -42 degrees or something at max resistance (i.e. an open circuit).
