Flood Title Questions

Are there any possible negative ramifications, BESIDES low resale, to buying a car with a flood title? Car I am looking at had this attached to the title back in 2000 or so.
After seven years, wouldn't any long-term damage have surfaced? Car has no rust on the body panels, only normal (for this region) surface crustiness in a few spots on the floorboards. Engine bay looks clean, car starts, idles well. Interior is very clean, do not detect any strong smells. Was owned and driven by people subsequent to the flood. Heck, even if the flood was just a year ago, wouldn't it be safe to assume a fairly rapid manifestation of problems?
The appeal is an 80,000 mile, clean, shiny '95 LT1 car for $3500. Passed CT emissions, has new brakes, shocks, tires, and fancy aftermarket stereo with sub and factory Bose pieces.

hell yeah i would buy it it should be ok some people will say never buy a flood car but i have had a few with no problems at all just look under the dash to see where the water was
