There seems to be a bit of confusion in this thread about the actual differences between the various years engine wise. So lets go over some basics:
'98-'99 have the same (stainless) exhaust manifolds.
'00-'02 have the same (cast iron, updated design) manifolds ('01-'02 have the EGR blocked off).
'98-'00 have the same cam (higher lift than the '01+).
'98- '00 have genreally the same heads (different casting [806 for '98, 853 for '99-'00] numbers and coil pack arrangement/valve covers, but the same casting process).
'01-'02 got the better 241 casting heads (*some VERY late '00 motors got the 241 heads as well*).
'01-'02 got the updated cam (smaller lift than '98-'00).
'01-'02 got the LS6 intake.
'98 and '01-'02 get the larger 28lb injectors
'99-'00 get the smaller 26lb injectors.
'01-'02 have no EGR system.
'98-'00 have more aggressive stock WOT timing than '01+.
Quick summary:
So the '00 has a slight advantage over the '98-'99 due to the better exhaust manifolds.
The '01-'02 has a slight advantage over the '00 by the heads and intake.
The '01-'02 has a slight advantage over the '98-'99 by the better exhaust manifolds, intake, and heads.
The '98-'00 have a more aggressive cam than '01+, and more aggressive WOT timing.

Most or all of that info is located in a sticky in the Newbie Tech section, but I've got most all basic LS1 info memorized. I've owned, worked on, and studied these cars since '99 so I've had plenty of time to get it all straight.

So we're working on the non tune, what will a 98 gain with longtubes if "the heads, cam, WOT timing" are the only thing that really separate this 98 from an 01-02...?

I think our elevation is around 800ft give or take.
The LS7 clutch really eats away at the hp a lid and ls6 intake gives (I think it was almost in the vicinity of 17lbs of additional drivetrain rotational weight).
The tradeoff in grip and daily drivability is something though I think is worth it.
