Id say then go forged 346 with patriot lq9 heads, a decent sized blower cam (say lg motorsports g5xb or lpe gt2-3 or even just an ls6 cam), and a procharger ds1c with FMIC (EPP has a full kit). If your looking for an all out build then go with some better heads but the lq9's are fairly cheap and have had good results and it would be better to get the best internals possible imo over a better head if your only looking for 600-700 rwhp.

I hope you have a lot of money saved up.
two years ago, we made 765 rwhp N/A through a Jerico 4 speed and 9". (29" tall ET Drags)
That was with a sheetmetal, LS6 heads, LS6 block. (Darton sleeved 4.125 bore x 4.000 stroke)
lots of compression, solid roller and $$$$$$
