Default Reduction in Horsepower after 2012?

A knowledgeable friend of mine told me that cars with over 500 hp will be cut off from the market once 2012 comes around due to the new emission laws? Has anyone heard about this or know anything about it in greater detail?
Or full of bull? haha

That is the word going around the industry. The new legislation is in place (I think it has been approved) that all vehicles made have to average a certain MPG and be stricter on emissions, something I don't think many of these 500+ hp engines are capable of, but I've been proven wrong before.
