i think you can go to your gm dealership with your vin number and some other types of info and they can make you a key, that is if your lock cylinder is the same one thats been on the car the whole time... i saw a paper at our dealership in town that said you need your vin number, registration, and some other stuff to get it done and its like $50 a key i think, but if you just get that one made it would cost about as much as a new lock cylinder and then bypassing your vats or having another key made to match your resistor

EDIT:
sorry jsut read the part about putting the broke key in... your best bet would be to just get a new lock cylinder and bypassing your vats system... thats how i did mine and its really not that difficult to do...
the cylinder is $50 from auto zone and has 2 keys with it... all you have to do is pull your air bag and steering wheel and there are a few things to get past in the column, but its not that hard to do really, and you probably need to rent a steering wheel puller and a steering lock compressor, both of those you can rent from auto zone and you get a full return when you bring them back... then once you put all that back together just find out what the resistance is in the orange wire off your cylinder that runs underneath your dash behind the knee bolster panel and wire in resistors and you have a new cylinder and a cheaper way of making keys without resistors...
http://shbox.com/1/4th_gen_tech2.html#pass_key theres a guide to do the vats bypass... unless the 95 is different from your 99, but i think they are the same

also, if you would happen to mess up swapping out that lock cylinder and need a part from inside the column, i have a spare column sitting around here with most of the parts still, so if you decide to do it on your own and break or misplace somethin just let me know and i can get what ya need to ya hopefully

Depending on how big the piece is and how far in it is, you may be able to use a dentist's tool/pick to remove the key end. Otherwise, you can definitely get it out if you take the cylinder out of the column.

If you do stick a tool in the lock, you'll want to be careful not to break the tool off in the cylinder and make the issue worse. (A locksmith may also be able to take care of this for you.)

Just buy a new key and lock cylinder and change it out yourself.

i would have except that you must be able to turn the key to the run position and i couldnt get it to move.
so i had it towed to a stealership and they fixed it.they had to drill it out and new lock cylinder and new keys.and it ran me about 350 damn dollars!
