I would say you are going to have to replace the lock cylinder.
The mech that keeps the key in is inside of the lock cylinder.
It is not possible for the lock cylinder to be clocked wrong with the actuator rod and sector gear.
MEBBE the ign switch is not positioned right.

Replacing the lock cylinder wouldn't be too hard. You would need a steering wheel puller and a locking plate removal tool. A torx bit holds the lock cylinder into the upper steering column housing.
Adjusting the ignition switch on the column wouldn't be that hard and require no special tools. Just drop the column and then adjust the position of the switch.
