Default Weird Idle problems? (and gas problems)

Since I've had the car in June, I've faced an identical problem, but only twice. When I start up the car it would idle extremely low, around 400-500rpm and when you press the throttle the rpms would just drop incredibly fast making the car pretty much undrivable. I would shutdown the car, start it up again and the car would operate like normal. It happened to me sometime in august or so and once again around 1-2 weeks ago.

What could be causing this erratic problem?
What I've switched since I've had the car is(anything that MAY be relevant)

1) Plugs/Wires
2) PCV valve
3) Fuel filter
4) Sea foam gas tank/oil
5) One 02 sensor(gonna switch the other one soon)
6) cleaned air filter (K&N)

In addition to this, I don't know if its relevant, but I get INCREDIBLY shitty gas mileage; I average around 150-170 a TANK, which is getting very annoying and expensive at the same time. The car is a '99 transam M6 with 45k. The car seems to run extremely well in all rpms and speeds, IMO atleast. My car has no light being thrown and the "regular" day-of-the-mill cheap scanners do not pull any codes.

I am planning on buying hptuners in the future, but would it be worth buying it sooner than later; would hptuners be able to help in diagnostic purposes?
