Back when I had a Lt1 I had the same problem. Auto Zone sold spark plug wire wrap and that did it for me. It is kinda pricey but I got really sick of burning wires. Those wires ARE A BITCH TO INSTALL!!!!! But try it it worked for about 20k then I sold the car. Probly still working out with the new owner. Its like header wrap only for wires.

To say that LT1 plug wires are are a bitch to install is an understatement. But you thrash and get it done. Thunder Racing has fire sleeves and over the cover kits which ONLY work properly if you have headers. You said header, but if you really mean exhaust manifold that is stock this is not the answer. With headers, this is by far the best way to go as it routes the wires straight up over the valve covers. I did an MSD Opti Spark cap, plugs, wires, spent the better part of two days dorking with it but it runs like a deer and has done so for two years. Scroll through the link and put it to bed

Anyone know if you can use regular SBC wires and route them over the valve cover?

They make OTVC wires for the LT1. You just need to search for them.
