Headlights and Wiper Problem

Headlights and Wiper Problem Just noticed tonite, that when i turn on my headlights and drive around i hear this humming noise coming from the dash, and at the same time my wipers keep going on and off but only move a few inches up at a time, by themselves, otherwise they work good, wtf is going on here?
My first thought is that it's a voltage problem, especially since the wipers are working fine when the headlights are off (I hope that's what you meant). How's your alternator and battery?

my system is charing well with everything on, its at 13, battery seems good, idk its werid
