Default volt gauge is messed up/acting weird

i left a friends house on friday, and on the way home i noticed that my volt gauge was abnormally low, and reading at a tad bit above 13v

it usually read between the 13v mark and the middle line between 13v and 18v (which would be around 14.5v??)

i looked at the gauge close up and saw that it was moving back and fourth very slightly, you wouldnt notice it unless you were looking up close

i got a voltmeter and checked the battery with the car running, and it gave me around 13.8v and i also plugged a scanner in the obdII port, and it gave me 13.8v, so i know the alternator and everything is fine, it just seems to be the gauge?

does anyone know what could be going on here? also when i take off from a stop, and the rpms fall from letting the clutch out the volt gauge will dip down below 13v and almost into the red zone

also, does anyone have a write-up on how to adjust the gauges?

and do the 98cars have the "dummy" temp gauge? i do notice that while im driving my temp gauge usually stays between 160 and 210 but if i let the car idle it will move up closer to 210

is it possible for just one gauge to be messed up? i was under the impression that the gauges got their info from the ecm
