oil cap look dry and dry dirt ?

oil cap look dry and dry dirt ? this is first time I own a chevrolet. My mustang and any other oil cap alway look wet, but my camaro oil cap look dry and have some build up dirt. I look at my friend 95 z28 oil cap look same as mine, is this normal ? thanks
