So when you go 'lock to lock' 8 times this is with the cap on or off?

You want it on, just to make sure fluid doesn't escape the pump. I work at a lube shop where we do something similar. I'd say that turning the wheel lock to lock 4 times is adequate enough. I just did this to my T/A but I didn't really notice a difference.

You might want to make sure that you're not leaking though, as doing a flush is pointless if you're just going to leak out clean fluid anyway...
