When I turn my temp switch to cold all of the vents work on any setting. However, when i turn the temp switch to the heat setting none of the vents work. It is not a vacuum problem, its a ducting problem.

I think i am missing some ducting that goes around the heater core, but i dunno. I do not have the cover that surrounds the heater core. I think thats the problem.
