Default fuel pump loses prime

I just got a 96 firebird formula ws6 and when starting it you need to turn the key to the on position 3 times or so to prime it before starting the car or it starts really hard and takes a while to start. Was wondering what might cause this to happen and how I can fix it. The person I got the car from said it had been like that for a while but never looked into getting it fixed cause the car always started. I'm thinking it is related to the fuel pump and that it is losing its prime when the car is off. Once the car is started it runs great. Thanks for your help.

I've said this in 3 different threads today: do a fuel pressure test. Note the pressure reading with the key on, running (if it'll start), and then leakdown after shutoff. After you see those numbers you'll know where to go from there...
