another starter problem

another starter problem im under the car and having someone turn the key with starter down and it doesnt engage at all ive tried getting a better ground ive also tighten down all the dwires as well as changing the relays.... and i still cant get it to start or engage ..... i dont hear a click from the solenoid and battery is fully charged ...i just did my swap and ready to start it but icant get it to turn over....
also just got back from vato zone and starter is good!
