Wierd Headlight problem (Trans am)

Wierd Headlight problem (Trans am) when i turn my headlights off and they shut, the left one makes a really loud noise and its embarrassing.
i popped the rubber cover off where the headlight motor "spins" the little black circle thing. sorry im not being more specific not quiet sure what the exact part is called.
it spins really fast when the light is fully closed.
but is this a common problem/what might be the fix?
the thing at the top of the headlight motor. when the rubber is removed. it spins violently
