Engine squeal, not belt issue or PCV

About a month ago, my engine started to make a loud high pitched noise, sounding like a belt squeal. The noise stays the same pitch regardless of RPM, however when I put the engine under load, like 5th gear pull from 25mph, it will go away till I let off the gas. I removed both belts today, started the car briefly, noise is still there. Also, following the suggestion of another member, I tried pulling the oil dipstick with the car running to see if the noise goes away. No dice. Noise occurs regardless of engine temperature. Seems to be coming from the front.. or the engine at least.
Oil pressure is normal.
What's going on?

Factory oil pressure gauge reads fine. Everything feels normal. Car pulls hard. Only issue is with the clutch.. either TOB going out, or air in the lines or something.
I've had a bunch of suggestions now, which is most likely? Remember, it sounds like a belt squeel, or maybe a high pitched whistle that doesn't change regardless of RPMs, but will go away when the engine is lugged.
Intake leak
vacuum leak
stuck lifter
crank hub/dampener loose
pcv valve
