Default Turn signals not working properly

Is this a short in the wires or do I need to completely re-wire the lights.

First try a new flasher. If that doesn't work, you'll need to test the turn signal switch.

There is a very good chance that the flasher could be causing that problem. It's easy to test... just swap the hazard flasher with the turn signal flasher under the dash and see if the problem goes away. If so, buy yourself another $5 flasher to replace the bad one. If not then the problem could be in a few places such as the turn signal switch as wssix99 suggested or the DRL module which controls the switching between DRLs and turn signals. Both are fairly easy to test with a test light or multimeter although the DRL module is much easier than the switch to replace.
