Power steering..Hard to turn when stopped.

Power steering..Hard to turn when stopped.
For the last few days It felt like the steering wheel would want to lock lock when I tried to turn it while sitting still,after I get going,it's ok.Try to turn it from a stop and it feels hard to turn again. Now, is that a sign of a pump going bad or the rack? I checked the fluid and it's right on the money on HOT. I'm not haring any sort of noise that I am aware of.

OK. I feel like an idiot. While I'm reading the manual about how to replace the pump,etc. A buddy of mine pulls up and asks me how long I have had a flat on my passenger side front tire. I say what? My tire was indeed flat. It must have been going flat over the last few days. Fixed the tire and all is ok. Dang,I feel dumb.
