wipers do intermittent wrong

wipers do intermittent wrong ok first off I think i know the problem but i'm on here to see what everyone else thinks. My wipers used to park in the upright position, so i bought a new motor. well the new motor fixed that but on intermittent it parks in the middle of the windshield for a few seconds goes down and then back up. so basically its doing what its supposed to but in the wrong place. it works fine on low high and it parks right. I had them order me another motor just in case the board was bad on that one. bam same thing. depending where i put the stack of plates is where the motor parked when i turned it off. i noticed that the little piece of metal isnt catching the tab that it's supposed to and no matter how much bending it doesnt spring out and catch it either. How can i tell if it is broken? is it suppose to have any tension on it? thanks
