Default Parking brake/emergency brake problem

My e brake won't hold the car to park at the slightest...it's a 2000 Camaro Z28 6spd. Do I just need new parking brake shoes?

Ok, calm down. I put both these threads up at the same time and didn't know what to put them under...should I put them under interior next time?

my 98 z does the same thing. I noticed that if you pull it up, and put it back down, then back up the second time around it will start to work. Dont know if it just needs a shoe replaced, but it has worked(ratcheting it up and down).
