How to adjust non-TCS 4th gen cruise control?

Default How to adjust non-TCS 4th gen cruise control?

The plastic retainer which connects to the throttle body busted again so I replaced the entire piece including the module. The old cable had a pair of fishing split shot sinkers on the end and the plastic square piece fully adjusted towards the end to take up slack.

But I had the dealer put it in last time and I can't figure out how to get the center of the rectangular piece to slide towards the end of the cable. There appears to be a cover on it with arrows pointing towards the end of the cable, and also a symbol which looks like "JL". The piece inside has grooves on the outside which makes it appear that cover needs to slide up vertically, which will allow the inside piece to slide... but no tool I have seems to want to pull up that cover on the old cable (which I'm practicing on).

I also have the Helms manual but the only thing I can find is a reference to replace the entire assembly, nothing about adjusting the end of the cable.
