Changed P/S pump...only 1 quart. Problem

Changed P/S pump...only 1 quart. Problem Well I changed the power steering pump with a cardone a/my replacement. The factory one had mixed with coolant and turned milky. After trying to flush that it still made some noise. I also changed to an after let power steering cooler at the same time.
Before starting the car I filled the reservoir. It took about 3/4 quart. Started it and made a little metallic type noise which seemed normal from changing the pump on my old caddy. However with that when I started to turn the wheel it went away.
Now with my install on the 01 ss I bought the noise just stayed there and it didn't take anymore fluid. Almost seems like the pump isn't pumping any fluid and it's just sitting there.
Any ideas? I'm sure the pump is shot at this point either way because I continued to turn the wheel for a bit thinking maybe it would start to take the fluid.

Let it sit for a while and see if the air bubbles escape. It's very easy to airrate the system after installing a new pump. One way to avoid that is have the front end off the ground and remove the fuel pump fuse. Crank the engine over and turn the wheel lock to lock. Since the engine RPM's are lower it doesn't move the fluid nearly as fast and doesn't trap air in the system. There are some vehicles, Caravans and Windstars that this is a necessity because it will air lock the system.
mine had the same problem, i ended up buying a gallon of the cheapest atf i could find, i pulled the return and plugged the port on reservoir, run the return line into a pail and with the help of a friend dumped the atf in while running the engine a couple seconds at a time, also turning the wheels.. after running all the atf through hooked it all back up and topped it up, been fine since.
tried other methods, this was the only way that worked for me to get the water out of the pump, also don't forget to bypass the oil heater/cooler thing..
