Oil filter was not completely full when removed

Oil filter was not completely full when removed Usually I have oil creeping out the filter as if it was overfilled....when removing for oil change. This was when I used K&N.
Today (Napa 1069 filter) it was not quite all the way to the brim (it was pretty full but my hand was completely dry when removing the filter)
Any idea? Is it because this filter does not have an anti drainback valve?
