speedometer put a new battery in 98 TA and speedometer is doing its own thing anyone have this issue .? it still records speed but say at 50 it says over 90mph

Never heard of anything like this at this order of magnitude. (There are mechanical causes when people change gears, wheel sizes, etc. which cause small changes.)
I'd start here with an OBDII scanner that checks what the PCM is saying vs. the gauge.
