If it isnt the pulse board than it could be the switch inside...

although mine did this when I first got the car and I replaced the whole wiper motor setup and now it works fine and has been for a few years now.

GM wiper motors from this period have an internal flaw where a little tab in the motor gets bent or breaks off and will not make contact to park the wipers.

I think to fix it you may need a new wiper motor. In the mean time, when you want to turn off your wipers and have them park, turn the intermittent setting on to the slowest setting. Then when the wipers come down to almost park, turn your car off. While the key is off, turn the wipers off.

When you turn the key back on they should park then instead of going back up.
