Temp, tach, fuel, and OBD II port not working
I have a 2000 Camaro Z28 and here is a list of my problems.
1. Temp, fuel, and tach do not work. I put the key in the on position and they flicker. I already switched out the BCM and checked all the grounds and fuses.
2. OBD port has power, but “can not connect to the vehicle”.
3. Air bag, ABS INOP, check gauges, and service vehicle lights are on. Once again I checked all the fuses, I had the ABS module rebuilt, and checked the grounds.
4. Headlights and tail lights stay on when the car is running. I “assume” just the head lights would be on while driving but not the tail lights.
Ive done almost all that I can without replacing the PCM. Any help would be greatly appreciated. Thanks.

1. The BCM has nothing to do with your gauges. I would check the GAUGES fuse with a tester first. Don't ever rely on a visual inspection of a fuse because it can look fine but still be blown. Always use a multimeter or fuse tester or simply replace with a known good fuse.
2, 3. You could have a couple of bad sensors throwing codes and causing the warning lights but it would be difficult to determine the codes without the OBD port working. I assume you bought this car recently? Perhaps the previous owner had been doing some wiring work? Any chance you could find out what was done?
4. The Camaro has both automatic headlights and completely separate DRLs. The DRLs are the front amber turn signal lamps and should be on whenever the ignition is on, the headlights are off, and the parking brake has been released. The automatic headlights turn on all the same lights as using the headlight switch - headlights, marker lights and tail lights. If they are going on even in bright daylight then you probably have a bad sensor in the upper dash pad (or the sensor is unplugged - an open circuit is treated as complete darkness).
