Dash or ECBM Issues

Dash or ECBM Issues
Hi all,
My 2004 Vette dash has gone crazy.
Two of my gauges are not working: Volt & RPM. Upon starting, the needles go all the way to the right but then come all the way back to the left. I am receiving a "Low Voltage" light, which is not true since I put a meter under the hood and tested battery and Alternator.
Also, since I have to pass emissions, the emissions guy told me I have "check engine" light on as well, but it is not on in the dash.
My mechanic says I will need a Level 2 (?) diagnostic that only GM can do. I really hate to give all my Christmas Money to GM so I am soliciting help here first.
Thoughts?

There are certain diagnostics that has to go through a higher level of computer diagnostic systems. I believe it may be called a system to diagnostic. Either way it can’t be done with a simple code scanner

Maybe you should skip over level 2 and go for level 3.....lmao GM laughs all the way to the bank with Corvette's. I've worked on many new and used, they are money makers fur sure. I'm telling call around and find a good shop that does Corvette work. The dealers are just gonna bang the crap outta your wallet and MAYBE fix your car. Trust me I ran a GM service dept for years, Corvettes come off the trailers effed up and very few dealers have guys that SHOULD be working on them<
