White smoke and hissing coming from engine

Hopefully yall can help me out, I have a 99 trans am when at a red light the car surges and has white smoke/steam coming from under the rear of the hood on drivers side, and the surging gets worse in the rain while stopped. when I pop the hood there is a hissing sound and smoke/steam coming from the back of the engine compartment. need help thanks in advance.

does the smoke smell like coolant?

Does your oil look like chocolate milk?

you are closer to the car than we are...look around for broken hoses, coolant in the oil

You may have a blown head gasket worst case

There is no coolant in the oil and does not smell like coolant.

I’m not positive it has enough pressure: but my guess would be a broken steam crossover pipe/damaged gasket.

I doubt it would cause the surging issue though.
