Wiring hanging near wheel well ?

Wiring hanging near wheel well ? After a long drive I hopped out the car and noticed a strand of wires hanging near my driver's side wheel well. What is this and how would it come loose

Yes, its an F body 99 LS1. I did some more digging where its hanging and it looks like its going up near the headlights. I dont know if its a spare/extra wire but its a four pin wire.
