Bad electrical connections for the alternator cause this.

My 99 TA developed same issue. New alternator fixed flickering lights. Even the gauge cluster flickered. Probably a bad diode/ voltage regulator in my case.

I had this issue with an old Honda and the resolution was the same. I had a constant surging of power and increase in brightness from all lights that would increase then decrease every few seconds. Measuring my alternator output with a multi-meter showed it surging from 12v to 15V and back down again. Unplugging the alternator temporarily resolved the symptoms and confirmed that the unit was bad.

Same thing here, replaced the alt and problem was gone.
