The pump needs to be unbolted. The stock method is to remove the pulley, but others here have worked out a method where you don't need to. I recall you just back out each bolt a little bit and rotate around and then loosen them a little bit more until they are all out. (Instead of removing the bolts one-by-one.
Before you are done, you'll want to flush the system and get clean fluid in there to prevent boil-overs. The best method I've seen is to remove the return line from the reservoir, cap the reservoir with a spare piece of hose, and then "pump" new fluid through the system (draining the return line into a jug) by turning the steering wheel lock-to-lock. (Add fluid to the reservoir as it goes down.)
For the rack I had to modify a 18mm heavy box end wrench into a tube nut wrench. My 98 was 18mm, don't know what size a 99 would be.
