'95 Camaro wiper delay, low settings not functioning
I'm having some trouble on a 1995 Camaro with the wipers. My wipers are working on mist and high settings, but on delay they wipe once (no matter the setting) and don't wipe again. Low setting doesn't work.
So I've been through the troubleshooting table/diagnostic stuff in the shop manual, but I'm still not sure what the issue is. Per the manual I tested the resistance range of the delay settings at the steering column connector, and the values are off some, but not anything super crazy. After that the manual points to the wiper motor cover. I pulled that and noticed a leaking cap on the board, so I went ahead and replaced it but no change in operation. I've tested the continuity of the wiring from the switch to the motor connector and everything checks out.
Outside of a wiring issue, it seems the choices have to be the motor cover board, the motor itself, or the switch for everything located in the steering column. I can't imagine the motor itself would have anything to do with this, so I'm now wondering about the switch. But I'm concerned about getting into that without being sure, since the ohm readings aren't obviously off...and the job is going to be difficult/the switch part hard to find. Or instead of replacing it, I don't know that anything can be fixed about that part once you get to it. Anyone have any advice?

I initially had a wiper motor with symptoms like you describe and eventually my motor stopped working altogether, it would just twitch when the wipers were turned on. I tried replacing the pulse board at that point to no avail. I ended up just getting a used wiper motor assembly and all is good now. There's some info in the first link about how to remove it and do some tests. The hardest part is just pulling what are likely the seized wiper arms off the wiper transmission shaft without breaking anything. If you can find a used motor assembly in a you pull it yard it should be pretty cheap and you won't have to worry about moving over the small hardware components over to a new motor.

Unfortunately I'm still on this odyssey trying to fix the wipers. After the switch and circuit board tested good I finally gave up and tried a new motor, and all the settings run again. Never thought a motor like that would go bad and cause those issues.
But, I'm still having problems. I've carefully put the assembly back together, making sure the mechanicals (crank arm, pin, etc.) are in the right place per the GM shop manual. Now all settings function, but only high and low correctly run and park afterwards. All of my pulse modes start with the wipers running twice (1.5 times?) then stopping in the up position. Then it proceeds to cycle from there down and back up again. It does park in the right position if you turn off from the intermittent settings though, which is strange. Basically on a pulse setting everything runs backwards.
I'm not sure what could still be wrong with it, especially since it didn't do this before.
