Windshield wiper ticking

I wasnt sure what forum to post this in so mods feel free to move it, but when my windshield wipers run when they get back to their rest posistion before it wipes again, (not the off posistion) it ticks, just once, then they wipe, they go down then tick again, does anybody know what i need to do to fix this?

even after I've turned'em off.. lol so I just pull the fuse!!

My 94 Ram does the same thing. I've just always thought it was a relay. We did fix the wiper motor though when we bought it so that could be my case.
