1999 Civic Help! My buddies 1999 Automatic Civic needs to be jumped, but I cant get close enough to him to make the wires reach, and there is a car parked on the other side of him, we can't push the car because the parking brake is on. We CANNOT find the release for the parking brake... any help?

What use is it to start the civic if you can't find the parking brake release? I think you should work out that problem first.

When the car is started, you can take the car out of park, when it isn't started the level won't move out of park.

Do you mean the gear shift won't come out of park if it isn't running? Put the key in the run position, press the brake pedal and move the gear shift to neutral. Car shouldn't have to be running. If you're talking about the parking brake(emergency brake) won't release when its not running, then that is just seriously f'ed up.

Look, if this is really that difficult sell your cars and buy a bike...Just pedal your way home and never look back
If your not ready to give up that easily, Listen to FatWs6 and just take the battery out of your car, put it in his car and start it up, then pull the car out to where it is easier to work on, jump start...etc and I think you can take it from there.... Best of luck
I would say lift it. Me and some of my friends did that to another friends 70 nova its not that hard if you have enough friends. You should probaly have it done with 4 guys.

And teams of guys moved cars around on a daily basis where I went to high school, like BLK85 is suggesting. (Anyone who didn't clear out of half of the parking lot by 4pm, they'd move the cars the other half so the marching band could practice there.)

Just take your battery out.
Sit it in front of his car.
Put jumper cables on.
It will either crank or have enough juice to get it out of park and move it back so you can get close to him.
If that fails you can always depend on a hammer
