seat belt spring tension / retractor loose

Need a little help with a seat belt issue...
98 TA vert, 100k miles, seat belts don't retract very well at all. It's like the spring has gotten soft or something, and doesn't want to roll the belt all the way back in. If I pull the belt all the way out, the tension is pretty good, but at a "normal" position, it won't retract all the way. Both sides are like this, but the drivers is worse.
Is there a way to re-tension the spring inside the inertial reel assembly, or something else I can check or adjust to tighten the tension, so the belts pull tight when I let them go when getting out of the car? I'm getting tired of closing the door on the belts cause they are hanging down....

I have a similar problem but I never gave it much thought. I was thinking about buying new ones but didn't feel like spending the $$$. I'm not sure you can do what you're asking but if I get a chance, I'll take one apart and see if there's anything I can adjust.
