need a new power steering pump?

when my car is at idle its like i dont have power steering, but if i rev it just a little bit the power steering works fine. It also works perfect under normal driving conditions. The car is full of fluid and has a new rack n pinion. any ideas???

Check the belt tensioner, happened to a friends brand new GMC, the belt tensioner was so weak you could move it with your bare hands, the only time he noticed anything was when the truck was at idle (no squeaking, no noises, or anything) then it was like he didn't have power steering
